Nineteen of Daniil Medvedev's 21 championships have been achieved on hard courts
A revitalized the Russian player secured his initial trophy for 882 days with victory over Frenchman Moutet in the competition title decider.
The athlete, a ex- world number one, has experienced a torrid season, winning just one match at the major tournaments and experiencing a difficult moment at the US Open.
Medvedev's unpredictability on the ATP Tour - and struggles with his serving in especial - led to him dropping out of the world's top 10 and finally parting ways with long-time mentor his previous coach.
Currently collaborating with Johansson and Goetzke, he has steadily advanced in the recent weeks - peaking in a closely contested 7-5 4-6 6-3 triumph over opponent Moutet.
It is the player's maiden title since the Rome competition and first on a hard court from March of that year.
Victory also means he has achieved twenty-one championships at twenty-one different competitions.
"This marks the first occasion I'm at a event with my two daughters simultaneously, so to get a title is especially meaningful," commented tennis professional Daniil Medvedev.
"This victory is in dedication of my child Victoria, because the initial championship I achieved when my older daughter my daughter was born was for her."
The athlete, the former major winner, had been defeated in his previous six title deciders, including in the German tournament previously this season.
His defensive play style and frequent outbursts on the playing surface had caused commentators to question if his ability to perform at the elite level was concluded.
Yet the 29-year-old has implemented adjustments in the past month, striving to approach the net and compete positively, reinforced by an enhanced serve.
Medvedev fought back from a deficit in the opening set against the tricky opponent, winning 4 of the concluding five exchanges to take the lead.
Both players swapped break points in the middle set before the Frenchman, attempting for his maiden professional title, took control to push for a final set.
He saved four early opportunities in a competitive third set before Medvedev won the break to 15 to close out the victory.
Fittingly, the winner secured victory with a shot at the net area, with Moutet failing to manage a return after two hours and 38 minutes.
